Chairman
Richard Fore is the founder of Fore Property and the Fore Partnership/Lincoln Property Company, serving as Chairman of Fore Property since 1994 and President of Fore Construction since 1978. Previously, Mr. Fore was as an official of the U.S Department of Housing and Urban Development, and was subsequently appointed to the U.S Presidential Housing Commission. He is cofounder and past president of the National Multi Housing Council, the apartment industry’s most prestigious trade association, and has lectured extensively before national and regional leadership organizations, including the Urban Land Institute and Building Industry Association, amongst others.
Mr. Fore has held several prominent volunteer positions in his community, including his roles as Chairman of the Santa Barbara Chapter of the Young Presidents’ Organization and Chairman of the California Commission on Drugs.

Jonathan Fore serves as Managing Partner for Fore Property’s Western Region, Mr. Fore is responsible for development and acquisition, with an emphasis on Fore’s West Coast activities. Since joining Fore Property in 2000, he has overseen development of approximately 5,000 multi-family units across a development portfolio that spans a wide range of multi-family communities, including affordable and luxury market rate communities. Mr. Fore holds a B.S. in Business Administration from the Marshall School of Business at the University of Southern California, and is a member of the National Multi Housing Council.

Richard P. Fore is a Managing Partner with Fore Property. Mr. Fore is responsible for sourcing and structuring equity and debt financing for multifamily development opportunities across the company’s portfolio, cultivating and maintaining capital partner relationships. Prior to joining Fore Property in 2014, he spearheaded Lincoln Property Company’s multifamily acquisition and development operations in New York City. Mr. Fore holds a Bachelor of Business Administration with concentrations in Finance and Real Estate from Emory University’s Goizueta Business School and a Master of Business Administration from Columbia Business School. Mr. Fore is a member of National Association of Home Builders and National Multifamily Housing Council.

James P. Sullivan serves as Managing Partner for Fore Property’s Eastern Region. Mr. Sullivan is responsible for the development and financing for all new East Coast projects, and oversees the regional construction and property management divisions. Prior to joining Fore Property, he was a Project Director for a consultant and investment services firm specializing in the energy industry, evaluating over $9 billion in purchase contracts. Mr. Sullivan holds a B.A in Economics from Princeton University and an M.B.A from Duke University’s Fuqua School of Business.

Ellen Richwine is the President of Fore Property, responsible for the overall asset management of the company portfolio, including accounting, taxation, equity syndication, investor relations, refinancing, and asset management activities. After graduating from California State University Northridge cum laude, Mrs. Richwine started her career with Fore Partnership of Lincoln Property Company as a Division Controller, advancing to Controller and then to Vice President of Finance, before assuming her role as President.

Gregory W. Sand is the Chief Financial Officer and Chief Operating Officer for Fore Property. Mr. Sand is responsible for development, construction and property management activities, in addition to accounting, treasury and cash management functions, as well as human resources and information technology management. Prior to joining Fore, he served as Vice President of Finance and Operations at Lincoln Property Company, where he was directly involved in all financing aspects for the development of over 4,500 apartment units. Mr. Sand is a Certified Public Accountant and holds a B.B.A. in Accounting from The College of William and Mary.

Alison Burk is a Partner and Vice President of Development for Fore Property’s Nevada region. Ms. Burk began her career with Fore Property in 2005 and has extensive knowledge of the Las Vegas market as well as a diverse background across many types of multifamily products, including mid-rise infill, garden style suburban, and affordable housing projects. She has successfully completed more than 5,000 apartment homes throughout Arizona, Nevada, and Virginia by utilizing comprehensive experience in acquisition, development, entitlements, design, finance, property management and construction. Ms. Burk holds a Master of Land & Property Development from Texas A&M University, where she also serves on an advisory panel for the program curriculum. She also has a Bachelor of Science degree in Environmental Economics & Management from the University of Georgia. Ms. Burk is a member of the National Multifamily Housing Council and the Urban Land Institute.

Jonathan Cornelius is a Partner and Vice President of Development for Fore Property’s Southwest region. Mr. Cornelius was previously Vice President of Development with Colonial Properties Trust and prior to Colonial, Director of Land Acquisition with Fore. He began his career with Rhodes Design and Development. Mr. Cornelius has developed approximately 6,000 apartment homes including conventional apartments, affordable housing, and condominiums. He holds a Bachelor of Science in Business Administration from the University of Southern California Marshall School of Business and a Master of Business Administration from The Wharton School of the University of Pennsylvania. He is a member of the National Multifamily Housing Council and the Urban Land Institute.

Mike Finger is a Partner and Vice President of Development for Fore Property’s Southern California region. He joined Fore Property in 2020 after nearly two decades developing luxury multifamily and mixed-use properties for several national real estate companies including public REITS and private investment firms. He has completed over 2,000 apartment homes in the Los Angeles, Orange, Ventura, San Diego, and Inland Empire markets in a variety of property types including mid-rise infill and garden-style suburban projects. Mr. Finger holds a Master of Business Administration degree from Rice University and Bachelor of Business Administration in Marketing from the University of Houston.

Jeff Kern is a Partner and Development Director for Fore Property’s Arizona region. Since joining Fore Property in 2016, Mr. Kern has been responsible for the oversight of all development and pre-development activity in the Phoenix area for Fore Property Company and has completed over 1,600 apartment homes. Prior to joining Fore Property, Mr. Kern spent 11 years with Alliance Residential company in various roles including Asset Management, Accounting and Development. Mr. Kern graduated Magna Cum Laude from Jamestown College in North Dakota with a Bachelor of Arts in Accounting and Bachelor of Arts in Management Information Systems.

Henry Miller is a Partner and Construction Director for Fore Property’s Pacific Northwest region. Mr. Miller has been with Fore Property since Fore Property opened its Pacific Northwest office in 2014 and has been involved in the development, design, and construction of over 2,000 apartment homes in the Portland/Vancouver metro area. Prior to joining Fore Property, he worked for a general contractor focused on multifamily construction, and he has extensive experience in the budgeting and construction of garden-style and mid-rise projects. Henry is a graduate of The College of William and Mary.

Chris New is a Partner and Vice President of Development for Fore Property’s Southeast region. Mr. New has developed more than 9,800 apartment homes across 49 communities located in 12 states and the Commonwealth of Puerto Rico. Prior to joining FORE, he was Vice President of Development at Picerne Development Corporation. Mr. New began his professional career with Brown and Caldwell, a national environmental engineering consulting and design firm, where he practiced as a Civil Engineer with project management responsibilities for various multi-million-dollar projects throughout Florida. He has experience in multifamily real estate development and a diverse background in design, construction, scheduling, budgeting, and finance. He graduated from the Samuel Ginn College of Engineering at Auburn University with a Bachelor of Science in Civil Engineering.

Ben Smith is a Partner and Development Director for Fore Property’s Southeast region. Mr. Smith has considerable experience in all phases of ground-up multifamily development gained by coordinating the development of more than 3,000 apartment homes. Mr. Smith is an active member of the Apartment Association of Greater Orlando’s (AAGO) Developers Council. Prior to his time at Fore, Mr. Smith spent time negotiating complex environmental property dispositions and property re-use projects with ExxonMobil. He is a graduate of The University of Florida with a Bachelor of Science degree in Civil Engineering and earned a Master of Business Administration from The Warrington College of Business at the University of Florida.

Pete Tran is a Partner and Development Director for Fore Property’s Nevada region. Mr. Tran joined Fore Property in 2015 and has been responsible for development and pre-development activity in the Las Vegas area for Fore Property Company. From suburban garden to luxury mixed-use infill projects, Mr. Tran has managed the development, construction, and lease-up of more than 2,500 apartment homes with a total capitalization more than $500 million. Mr. Tran holds Bachelor of Business Administration with a concentration in marketing and a Master of Business Administration with a concentration in finance from Loyola Marymount University. Mr. Tran is a member of the National Multifamily Housing Council.

Jason Wald is a Partner and Development Director for Fore Property’s Pacific Northwest region. Mr. Wald joined Fore Property in 2016 and has extensive experience in mid-rise mixed-use to garden-style multifamily in the Portland MSA. Prior to joining Fore, he was an Investments Analyst at CrowdStreet, Inc. Mr. Wald began his career with Velocitel, a land use consultant to telecom companies. He holds a Master of Real Estate Development degree from Portland State University, Juris Doctor from Lewis and Clark Law School, and a Bachelor of Arts degree in Literary Studies from the University of Texas at Dallas.

Peggy Rehfus-Walker, CPM®, ARM®, HCCP, is the Vice President of Property Management for Fore Property’s National Operations. She began her career with Fore Property in 2012 and is responsible for the national operational performance of properties. Peggy has extensive knowledge and diverse background in regional/national markets. Peggy specializes in new development lease-up communities and is well-versed in acquisitions and dispositions. She has comprehensive experience in property management operations and recruiting and building top-performing teams that contribute to the success of each asset. Ms. Walker holds the designations of Certified Property Manager, CPM®, and ARM®, both from The Institute of Real Estate Management IREM®, and she also has the Housing Credit Certified Professional designation and certification: HCCP: with the National Association of Home Builders
